1) select standard for width or height  in picture. draw guideline.
    select all area when layer is background. 

2) use [free transform] on the basis of guideline.
    Image > free transform  ( ctrl + T )

3) draw guideline on unnecessary area. select the area.

4) crop the area. ( Image > crop) 
    look at bench, fence, statue.
