    can know certainly as you fill color.
    first is normal and second have feather value.

2) How to choose the feather.

① Marquee tool > option
    Set gradation thickness by entering a number

    



② Select area. > Select > Modify > Feather (Shift + F6) > enter the value(number).

③ Select area. > click right > Feather > enter the value(number).
